The plan calls for a “walk on water\,” which           is a floating walkway on the river’s edge\; a huge fountain at           the intersection of Broadway and First Avenue North that will evoke           memories of barges launching into the river\; and a new channel cut           in the river itself to create an island on the east side of the river.\n To date\, the Metro Council has allocated $8 million to begin implementation         of the plan\, and an additional $10 million in federal monies has been         approved by Congress.
