Mayor Karl Dean has budgeted $500,000 to planning a connector from 28th Avenue North to 31st Avenue.
From The Tennessean article:
The elevated road, which might more accurately be called the 28th Avenue-31st Avenue Connector, would join those two streets over the CSX railroad tracks just south of Charlotte Avenue. It would bridge the gap between the points where 28th fizzles out in an industrial area and 31st dead-ends at an HCA parking lot next to Centennial Park.

This connector has been discussed many times over the years, and is mentioned in The Plan of Nashville:

Connecting Twenty-eighth and Thirty-first Avenues North (in black) as proposed by the Metro Planning Department, would provide a complete connection among the River, Midtown, and SoBro Districts (page 149).
