DESCRIPTION:Mayor Karl Dean has budgeted $500\,000 to planning a connector from 28th Avenue North to 31st Avenue.\nFrom The Tennessean article\:\nThe elevated road\, which might more accurately be called the 28th Avenue-31st Avenue Connector\, would join those two streets over the CSX railroad tracks just south of Charlotte Avenue.
